3 points for a win, 1 point for a draw. Drawn matches were concluded with a penalty shoot-out, the winner of which earned a bonus point. Rules for classification: 1) goal difference, 2) goals scored, 3) away goals scored, 4) matches won, 5) away matches won, 6) drawing of lots.
Scotland's 5 European representatives were given a bye, and 3 non-League teams were included in the tournament. The 40 teams were seeded to ensure that top teams and lesser teams were drawn against each other across the 8 groups. 8 group winners and the 3 best runners up advanced to the round of 16 single-legged knockout phase, joined by the 'big 5'.
